Varanasi ( Benares)....i need to know something?

The city has been a cultural and religious centre in northern India for several thousand years. We believe that bathing in Ganga remits sins and that dying in Kashi ensures release of a person's soul from the cycle of its rebirth.....Everything is fine,... but burning body near ganga, or let da death body flow on da river is harmful for those who bath....Why don't our government stop this, i mean not they shouldn't die in varanasi, but why don't they burn da body some where far from the temples or out side city and bing da Ashes to river,....then it won't harm any one........some may drink the water too, wat if da dead person has AIDS or HIV or something like serious illness,....da ppl..who drink this water, may get this disease too.......
