An awkward one for the ladies...?

a friend at school came in wearing a low cut top, and being the hormonal male guy that I am, I couldnt help but sneek a glance. Yes I know I'm sorry but hey any guy who tells you he doesnt do it is a dirty lier, and who likes liers? =P so anyway on with the story. She had THICK black hairs in her , not nice! Well the contradiction I have at the moment, is it might be good advice for someone to advice her of something to do about it before she wears a top like that again. Obviously I can't do it, no girl wants to hear that from a guy, but would it be at all kind to tell her best friend so that she can gently bring up the subject. I mean there are plenty of guys in our school that would turn her into a laughing stock if they noticed.
